European officials believe the country has met the conditions to close its final negotiation chapters. While the European Commission suggests full membership by 2028 and a treaty signing in June, the domestic reality is less synchronized: the government has failed to appoint an ambassador to Germany for six years, even though the German parliament must eventually ratify that same treaty.
Political parties appear unhurried to prepare for next year's elections, showing little interest in the long-overdue task of cleaning the voter registry. This institutional drift extends to the courts and infrastructure; Ana Đukanović appeared at the High Court regarding the long-running Telekom corruption case, while a proposal to cancel airport concessions has spent months stalled in parliamentary committees.
